What is a surrender and re-grant during mutual exchange?

Some tenancies are protected for the tenant and cannot be transferred to another tenant via mutual exchange.

In these cases an exchange takes place by surrender and re-grant.

This means the existing tenancies will be surrendered and new tenancy agreements will be drawn up.
